Alis Morar

Alis is a Senior Associate with Reff & Associates, primarily advising clients in the Dispute Resolution field, with a particular focus on public procurement, administrative litigation, private law disputes and arbitration proceedings.

Alis has significant experience in complex litigation and dispute resolution matters, having advised and represented numerous local and international clients on a broad range of contentious matters, including disputes concerning public procurement procedures, challenges arising from tender procedures and the performance of public contracts. She has also assisted clients in administrative and tax litigation concerning the suspension and annulment of administrative acts, as well as in complex private law disputes involving contractual relationships, property rights, tort liability, and enforcement proceedings. Her experience further includes representing clients in international arbitration proceedings, providing strategic advice during the pre-litigation stage, drafting procedural documents, and managing complex disputes before courts, arbitral tribunals, and public authorities. She regularly assists clients throughout all stages of dispute resolution, from pre-litigation legal assessments and strategic advice to representation before courts and in enforcement proceedings.

She holds a Bachelor’s Degree in Law from the University of Bucharest, a Master’s degree in Private Law from the University of Bucharest and has been a member of the Bucharest Bar since 2022.
